The Partnership Instrument
The Partnership Instrument (PI) is one of the funding instruments of the European External Action Service (EEAS). The PI supports activities to transform political commitments into concrete objectives around the world arising from the European Union’s bilateral, regional or multilateral relationships.
In order to do this, the PI finances activities in key strategic areas of interest for the EU - such as migration, transport, digital single market - as well as global challenges - such as energy security and having a sustainable environment. In doing so, the PI contributes to the Europe 2020 Strategy.
The PI also aims to improve access to third country markets by boosting trade, investment and business opportunities for European companies. It supports these initiatives by public diplomacy and outreach activities to foster the EU’s values in these countries.
Furthermore, the PI focusses on countries in which the EU has a strategic interest. This includes countries which play an increasingly prominent role in global affairs, international economy and trade, multilateral fora and global governance and in addressing challenges of global concern or where the EU has other significant interest.
Facts and figures
The European Parliament and the Council adopted the PI Regulation on 11 March 2014.
The PI is the EU's first instrument specifically designed to promote the Union's strategic interests worldwide by reinforcing its external strategies, policies and actions.
It has four main objectives:
- Offering policy support and responding to global challenges
- Projecting the international dimension of Europe 2020
- Enhancing market access and boosting trade, investment and business opportunities for EU companies
- Promoting public diplomacy and academic cooperation.
The PI's budget for 2014-2020 amounts to EUR 954.8 million. The PI can also fund activities in any non-EU country, with an emphasis on partner countries of strategic interest to the EU.
